We are becoming a bureaucracy, where paperwork is king and effieciency is loathed.

The Emperor's will is never overdue. Promotions are never overdue. The expediency of the High Command is never over due. What is over due is a parade ground lashing and exhibition of discipline to make an example of mouthy Lt. Colonels.
