. CoC officially start today, it ll end when 33 battles completed OR when either allies or french have a point which other sides cant get with the remaining CoC battles.
Battles can be played randomly, ONLY when allies host a battle next time french will host.

LOC battles were designed to end camping. In LOC battles, when it is advantageous camping is expected. For HB maps what is to prevent a side from camping? In non-LOC maps the [N] culture is that the host should generally attack as he chose the map and thus the terrain of both sides starting positions. Are there any rules about attacking or camping in CoC?

you are right chief but when somer first created the event he did not put that attacker/defender - camper rule so we may only have host is the attacker as gentlemen's rule i guess.
